Collaboration Agreements
The process for the Request, Drafting, Signing, and Monitoring of Agreements is an integral part of the Quality Management System of the Autonomous University of Sinaloa and is certified under the ISO 9001:2015 Standard.
Its main objective is to establish an organized framework for entering into agreements between the Autonomous University of Sinaloa and various entities within the productive sectors locally, regionally, nationally, and abroad. This framework dictates the core policies and guidelines for conducting the negotiation, formulation, and execution of Collaboration Agreements.
How to establish an agreement between UAS and another entity?
There are multiple scenarios from which the intent to establish a collaboration agreement may arise. Primarily, it is essential to have a direct approach between the Department, School, or Faculty and the public, social, or private sector entity with whom there is an interest in formalizing a linkage. This ensures mutual compatibility of ideas and confirms that the intended goals are achievable.
Subsequently, in coordination with the designated personnel in each Academic and Organizational Unit, the Agreement Control and Monitoring Office will assist in establishing the corresponding agreement templates and models until the final signing is achieved.
Policies for the Drafting and Signing of Collaboration Agreements
General Policies
- All agreements must be reviewed, approved, and registered by the General Directorate of Linkage and International Relations.
- In the event of potential administrative changes or changes in leadership of the interested parties, the agreement request and drafting process will be suspended and may be reactivated once the new officials are officially designated.
Request
The DGVRI and the Rector's Office shall be the only Organizational Units not required to submit an express request for the review or drafting of a collaboration agreement.
The drafting or review of new collaboration agreements shall be contingent upon the requesting Academic or Organizational Unit being up to date with the operation and monitoring of its previous agreements within the Linkage System.
In the event that the Coordinator of the Agreement Control and Monitoring Office is unavailable, the agreement request may be received by staff directly associated with agreement drafting at the General Directorate of Linkage and International Relations.
Notifications regarding the acceptance or rejection of any request for agreement drafting or review will be made via email or telephone call.
Academic Units and the Liaison Coordinators of the Regional Units shall be responsible for requesting, implementing, monitoring, and logging evidence for the Agreements signed by UAS.
Drafting
1. When an agreement requires the expenditure of economic resources and/or infrastructure, a budget allocation must be secured from the participating Academic and Organizational Unit(s).
2. When an Agreement requires external financial resources for its execution (monetary or in-kind donations, sponsorships, etc.) from Foundations, International Cooperation Agencies, NGOs, public or private institutions, or individual citizens, the Ministry of Administration and Finance must intervene.
3. The General Counsel shall review Agreements or Contracts at least once a year to guarantee the legality and transparency of said documents.
Signing / Execution
- In accordance with Article 31 of the current Organic Law and Article 24 of the General Statute, the Rector is the highest executive authority of the Autonomous University of Sinaloa, its legal representative, and the sole official authorized to execute Agreements and Accords with External Entities.
Monitoring / Follow-up
- The handling and safeguarding of original versions of drafted agreements must be carried out exclusively by authorized personnel.
- Guaranteeing compliance with the commitments made in the agreements is the sole responsibility of the operating Academic or Organizational Unit. In the event of non-compliance, the senior management of DGVRI shall be notified so that any necessary measures can be taken.
- Original hard copies will be safeguarded by the Agreement Control and Monitoring Office; one original copy must remain securely stored in both physical and digital archives for each agreement executed.
